In the age of the Ming Dynasty, Quinglong (Donnie Yen) is the best of the Jinyiwei, an elite assassin squad made up of highly trained former street urchins. Trained in clandestine combat from childhood, above the law and with a license to kill, the Jinyiwei devoted their lives and lethal prowess to the service of the Emperor alone. 

When the Imperial Court is taken over by evil eunuch Jia, and with the Jinyiwei falling under his control, Quinglong - now the most wanted man in the land - must seek out and rally the loyalist to rise against Jia and attempt to restore the Emperor to power.
